The establishment of the study of law in Iraq is an important turning point in the history of the modern Iraqi legal system, as this study came to meet the need to prepare qualified legal cadres to manage the judicial system and contribute to the development of legislation and laws in a way that serves the building of the modern Iraqi state.

Origin and Foundation:
The systematic study of law began in Iraq in the early twentieth century, after the establishment of the Iraqi state in 1921. Iraq needed an integrated judicial system based on trained legal cadres, which prompted the Iraqi government at the time to establish legal educational institutions. 
The College of Law in Baghdad was established in 1908 under the name “School of Law” and was affiliated with the Ottoman system at that time. After the establishment of the Iraqi state, this school developed and became one of the most important educational institutions in Iraq, where it was reorganized in 1925 to become the “College of Law” and began to adopt modern legal curricula inspired by European and Arab laws.
Objectives of studying law:
The main objective of establishing the study of law in Iraq was:
  1. Preparing judicial cadres: to assume positions in Iraqi courts at various levels.
  2. Developing legislation: to be compatible with the requirements of the modern state.
  3. Spreading legal awareness: among members of society to ensure respect for the law and the rule of justice.
Later Developments:
  1. Diversity of Legal Curricula: Legal curricula initially included the study of laws derived from the Ottoman system and Islamic law, then developed to include modern civil laws inspired by the French and Egyptian systems.
  2. Addition of Legal Specializations: The study of law expanded to include multiple fields such as criminal law, commercial law, international law, and administrative law.
  3. Establishment of New Law Faculties: With the increasing need for law graduates, law faculties were established in universities other than Baghdad, such as the University of Basra, Mosul, and others.
    The Importance of Studying Law in Iraq:
    1. Establishing the Rule of Law: The study of law contributed to establishing a stable judicial system that guarantees citizens’ rights.
    2. Providing the judicial system with competencies: Law schools in Iraq have graduated many judges and lawyers who played a prominent role in the development of the judicial system.
    3. Influencing social and political life: Law school graduates  They perform a major role in drafting constitutions and laws, in addition to contributing to social and political reforms.
Challenges faced by the study of law
      1. Political influences:
        The study of law in Iraq has been challenged by political changes, with its curricula and policies sometimes being affected by the prevailing political conditions.
      2. The need to update curricula:
        With global developments, it has become necessary to update curricula to include contemporary legal concepts such as human rights, environmental law, and digital law.

        The beginning of the study of law in Iraq represents a fundamental step in building the modern legal system, and it continues to leads  a pivotal role in shaping the judicial system and strengthening the rule of law. As legal education continues to develop, there remains a need to improve curricula and develop legal cadres in line with the challenges of the era.
